The Indian Council for World Affairs (ICWA), a think tank of India, met with Myanmar parties, National Solidarity and Peace Negotiation Committee (NSPNC) and Ethnic Armed Organizations (EAOs) to discuss federal and constitutional issues at the India Centre of the Indian Embassy in Myanmar on March 18. The discussions covered topics such as constitutional frameworks and federalism, India’s experience in managing a multi-ethnic and multi-lingual federal system, governance and power-sharing, and Indian federalism and ethnic diversity.
The meeting was attended by three representatives from the National Solidarity and Peace Negotiation Committee (NSPNC) including the Secretary of the NSPNC, Lt. Gen. Min Naing, and five of the seven armed groups that have signed the Nationwide Ceasefire Agreement (NCA)—Daw Saw Mya Zar Lin, Nan Yin Yin Soe, Colonel Saw Kyaw Nyunt, Yebaw Myo Win, and Colonel Khun Okkar. In addition, representatives from political parties¬_ U Ko Ko Gyi, Chairman of the People’s Party; Dr Aye Maung, Chairman of the Arakan Front Party; U Htet Aung Kyaw, Vice Chairman of the National Democratic Force Party; U Sai Htay Aung, Chairman of the Tai-Leng (Shanni) Nationalities Development Party; U Tha Htun Hla, the Chairman of the Arakan National Party ( ANP); Daw Khin Saw Wai, former Pyithu Hluttaw representative; U Ye Htun, former Pyithu Hluttaw representative; Dr Nyo Nyo Thin, Yangon Region Pyithu Hluttaw representative; writer U Kyaw Win, U Khin Maung Soe from the Union Solidarity and Development Party (USDP ) and U Saw Than Myint from the Shan Nationalities Democratic Party, attended the meeting.
Myanmar political and administrative forces visited India from November 5 to 7, 2024, to study federalism, and the follow-up discussion on March 18, 2025, at the India Center in Yangon, Myanmar was the second time meeting.
